To give a quick update... I was unable to purchase anything suitable despite a number of internet searches and false leads, so my local blacksmith made a small jig then manufactured two out of 0.9mm stainless steel which have worked fine.
I had them made wide enough so that I could hold them with a 9/16W spanner which then made it relatively straightforward to hold them in place whilst I tightened the head nuts with a torque wrench.
If anyone else is searching for something similar, just let me know. If there is any interest, its maybe something that the club could stock in future.
